Capital repairs usually provide physical fabric or finishes improvements. An improvement means a valuable addition to an existing building; addition in the sense of an enhancement, usually carried-out to increase a building's value, beauty, or utility, or adapt the building for a new or further purpose. As such, an improvement must do more than merely replace or restore to original condition (see revenue repairs).
This is prescribed repair works which are paid for by the tenants of the premises under the service charge and as such are treated as revenue expenditure. Tenant’s would expect to be consulted in advance of any significant cost and have the opportunity to comment upon the proposals to repair common elements of the premises which are under the landlord’s control.
